feat(pipeline): Various features and fixes ... 7cb5cfbd83

- Version up path resolver library to address various fixes
- Reduce the number of wheels needed to download/deploy when building the pipeline
- Get the root path of the whole project for the path resolver
- Add support for skipping creating files in the path library.
